Rachel Anne Herrera Rachel Anne Herrera is a Commissioner at the Climate Change Commission, Philippines. Previously, she headed the legal and policy team serving the Committees on Climate Change and Finance in the Senate of the Philippines. She was a member of the Delegation to the UNFCCC COP23 and the 3rd UN World Conference on Disaster Risk Reduction.
Herrera also served as law clerk at the Supreme Court and later on, in the Protection Department of the International Committee of the Red Cross. She obtained her degrees in law from the University of the Philippines and in environmental science from the Ateneo de Manila University.
